We visited Camugao Falls in Bohol around 10 am in the dry season and there was not a single soul in sight. You can rent a float platform from the locals there for about 100PHP with a bit of haggling and go under the actual waterfall. With all waterfalls in Bohol, it is important to check via recent google reviews if they are still flowing as most of them will dry out.
