The Bunkyo Civic Center is one of a handful of Tokyo skyscrapers offering a free observation deck. It has a 330-degree panoramic view of Tokyo that includes the skyscrapers of Shinjuku and Ikebukuro as well as the new Tokyo Sky Tree tower. I strongly recomend to visit on clear day then you can even see MT.fuji.
