Drone photography is tricky here because wilderness borders national forrest. You are NOT permitted to take-off, operate, or land within Cottonwood Canyon Wilderness, however you can launch from Dixie National Forest and still keep your drone within line of sight to fly legally.

The last photo will show you the wilderness boundary. Anything below the orange line is wilderness while national forest is above the orange line. In general if you are along the upper edge of the cliffs, you will be in national forest and can legally launch and operate your drone.
