Partition Arch is one of my favorite arches in the park and my very favorite to watch the sunrise. If you have the time, I highly suggest the side trail off Devil's Garden to both Navajo and Partition Arches. Hoking in the winter? Be sure and pack microspikes - sections of the trail can be very icy!
