The safest way to reach the Seealpsee is hiking up via the service road. Since it doesn't require a cable car, it's free and can be done offseason and off hours.
From the train station and parking, just keep walking on the main road towards the mountains, following signs to Seealpsee.

It's a wide relatively obstacle-free path, suitable for less experienced hikers and children. It is not suitable for strollers or wheelchairs as it is very steep at times.
It is not a difficult hike, but it does require some fitness to climb the 270m of elevation to reach the lake.

How to get there
The path starts in Wasserauen near the train station and parking. Just follow the yellow trail signs to Seealpsee, staying on the service road.
By train: Wasserauen, Bahnhof station, about 25 min from Appenzell.
By car: Park at the large metered lots next to the Ebenalp cable car - Schwendetalstrasse 82, 9057 Wasserauen. Pay by coin or parking app.
