Hotel Admiral Lugano is located in the Paradiso neighborhood, within walking distance from the shores of Lake Lugano and the San Salvatore funicular station. While it isn’t directly in the heart of Lugano, it is a mere 10 minutes by bus to the city centre. The lake is also just a stone’s throw away, which was great as we got to enjoy peaceful strolls in the mornings. The rooms are large with a TV, good Wi-Fi, modern bathrooms and, at least for my room, a balcony overlooking the street. The friendly staff speaks English and is always ready to provide advice and recommendations.There's also an indoor pool for relaxation.

This would be a relatively more affordable option especially if you are coming during the peak summer seasons when hotel prices an get more elevated in the city centre.
