Öxarárfoss is located inside Thingvellir National Park.
The closest parking to the waterfall is Öxarárfoss Parking but I recommend you the parking Öxarárfoss P3 Parking Trailhead.
From there you can walk between the tectonic plates until you reach the waterfall
